Nine Mistakes Dog Bite Victims Should Avoid - Part #1
A person who is the victim of a dog bite attack has a legal
right to recover compensation as long as liability can be
imposed against the owner or person responsible for the
dog. Given this right, the insurance company who is
legally obligated to compensate the victim will go to great
lengths to either deny the claim or minimize the amount of
compensation it has to pay. In fact, most people who enter
the claims process are very much surprised to discover just
how far the insurance company will go to avoid paying a
fair settlement. As a result, there are certain steps that
a dog bite victim can take to protect his or her rights and
maximize recovery. Or put another way, there are at least
nine mistakes that I see dog bite victims make. Committing
one or more of these mistakes can have devastating
consequences in the legal claim, or significantly reduce
the amount of compensation the insurance company is
required to pay.
That being said, you should understand that this chapter is
not intended for people who may wish to bring a frivolous
claim or for those who may want to recover an unreasonable
amount of compensation for an injury that is minor or
insignificant. If you bring a frivolous or unfounded
claim, it doesn't matter what you do or don't do because
the insurance company will go to extraordinary lengths to
defeat that claim. Also, when I say that victims should
maximize their recovery, I mean that there are certain
mistakes to avoid so you have the greatest chance that the
insurance company will pay out the maximum amount of
dollars to settle the claim. Here are the mistakes to
avoid:
Mistake #1 - Failing to seek medical treatment promptly.
If the injury is serious enough to warrant medical
attention, then you need to promptly consult with a doctor,
or go to your local emergency room. Insurance companies
may refuse to believe that the injury is serious unless
prompt medical attention has been received. Also, a visit
to the doctor will result in the creation of a chart note
that becomes a permanent record in the case. The magnitude
of the injury, as well as your symptoms, will be recorded
by a professional and this information can be used later to
prove how bad the injury is.
Mistake #2 - Failing to notify the proper authorities. If
you have been bitten, the proper authorities should be
immediately notified. This may include the police or the
local animal control agency. An investigation by the
authorities can produce information and witness statements
that may be critical in helping you establish liability
against the animal's owner. Sometimes the most important
question to answer is, "Who owns the dog?" If you are not
familiar with the dog, or if the dog runs away after the
attack, then an investigation by the proper authorities may
become even more important to your subsequent legal claim.
Mistake #3 - Failing to take multiple photographs of your
injuries and wounds. This is extremely important. Often
times the value of a dog bite injury is heavily dependent
on the appearance of the initial injury, along with the
appearance of subsequent disfigurement and scarring that
develops over time.
You should take multiple photographs over the period of
time that it takes the injury or wound to heal. Insurance
companies will often put a great deal of weight on
photographs, especially if the injury is significant and
any subsequent scar or disfigurement is severe. We have
all heard the adage, "A picture is worth a thousand words."
This is no less true with photographs depicting severe dog
bite injuries, disfiguring wounds, or prominent scars.

Your analysis sounds logical and makes sense. Puno is the most likely person that GMA would kapit to get away with the numerous cases that would be filed against them when their immunity would no longer hold true. I read from another columnist that GMA was already told by CIA Director Leon Panetta not to declare emergency rule for the purpose of canceling the 5/2010 elections. It is possible that with the development in Honduras, with the ousting of a President who wanted to extend his term notwithstanding that their Supreme Court told him it was unconstitutional. The Philippines is a much bigger country.. I believe if GMA and her cabinet generals extend themselves in power, there would be rallies that would be bigger than the two EDSAs before. The Filipinos know that her extension of term is purely by reason of GREED.

My sense is that anything can happen between now and the time President Gloria Macapagal-Arroyo's term expires next year.
It is possible, of course, that your assessment of the present political situation in the Philippines could turn out to be correct. But only "possible" and not "certain."
Only one thing appears to be certain: Gloria Macapagal-Arroyo is left with no viable option but to protect herself and her family from the probability of prosecution for patent and execrable violations of the country's corruption and plunder laws.
Like a badly cornered tiger, in desperation she will probably do what she and her close advisers feel she needs to do to protect herself and her family--even if that should require declaring Martial Law. She could always find some justification for an act which will reduce the Philippines to the status of a "banana republic."

Gleaning from their experiences (i.e.., the work ethic of Mang Oscar Apostol , the dogged determination of Mang Jimmy DeLiacco, the PR talent of Mang Max Edralin, the corporate experience of Mang Oscar Lagman , the father of Mang E.J. (Our generation – your elders – failed because we did not produce a Lee Kwan Yew, or a Mahathir Mohamad or a Park Chung Hee. Instead we had a succession of mediocre, insipid, even stupid leaders who could not see beyond their flat noses and had no economic plan to build a prosperous society. The two who had the brains and could have made a difference – Marcos and Arroyo – turned out to be irremediably corrupt and wasted their time and talents trying to stay longer in power so that they could steal even more.
(Your generation does not show much promise either. EDITORIAL: Obama the sanitizer
Somebody at the National Security Council dropped the ball. On Thursday, President Obama is welcoming Philippine President Gloria Macapagal Arroyo to the White House for his presidency's first visit by a Southeast Asian leader. The choice of Mrs. Arroyo for this honor was a mistake because Mr. Obama is being used to give political cover for the Philippine president's troubles back home.
Mrs. Arroyo's domestic political position is precarious. A poll released June 8 by the Pulse Asia polling firm pegged Mrs. Arroyo's public approval at only 26 percent. Street demonstrations against her are routine and growing in size. These protests are in response to a dubious mandate following a dirty 2004 election and numerous allegations of corruption against her family and administration. Her husband, Mike Arroyo, has left the country and used doctors' notes to say he is too ill to obey court summons related to corruption charges.
The Philippines has become less free during Mrs. Arroyo's 10-year presidency. According to Freedom House, "Corruption is extensive throughout the Philippine state apparatus, from the lowest to the highest levels. Bribes and extortion seem to be a regular element of the complex connections among bureaucrats, politicians, businessmen, the press and the public." In Transparency International' s 2008 Corruption Perceptions Index, the Philippines ranked 141st out of 180 nations on a list in which No. 1 is the least corrupt. The level of Philippine corruption is tied with Iran and Yemen and worse than in dodgy places such as Libya and Nigeria .
The corruption problem is affecting Manila 's relationship with other allies. A senior Philippine official told The Washington Times that German Chancellor Angela Merkel sent Mrs. Arroyo an ultimatum last month that Berlin-Manila ties are at risk if the Philippines doesn't pay $60 million owed to the German government for Manila 's new international airport. The Philippine government seized the airport and refused to pay a German company -- which is partly owned by the German state -- for its construction after revelations that the contract allegedly was laden with millions in bribes and kickbacks.
There are also serious human-rights abuses in the archipelago. According to the New York-based Committee to Protect Journalists, "The Philippines ranks sixth worldwide among countries that fail to prosecute cases of journalists killed for their work." Between 1992 and 2008, at least 34 journalists were murdered in the Philippines ; there were convictions in only three of these cases. Four more members of the press were killed this June alone. Opposition voices regularly disappear as well.
On top of all this are machinations by Mrs. Arroyo to cling to power by setting aside next May's presidential election. The president and her allies are pushing to amend the Philippine constitution to change the current U.S.-style presidential system into a parliamentary system whereby Mrs. Arroyo could serve as prime minister. This would allow her to circumvent the presidential term limit which prevents her from staying in office. This move, incidentally, is similar to the strategy strongman Ferdinand Marcos used to stay in power after declaring martial law in 1972.
The relationship between Washington and Manila is an old and important one. After the U.S. victory in the Spanish-American war in 1898, the Philippine islands were a U.S. colony for half a century and have remained a close ally in the six decades since independence was granted in 1946. The current Visiting Forces Agreement between the two countries allows U.S. troops on Philippine soil to help in the war on terrorism and to assist the Philippines with its fight against Islamic insurrection in the southern islands.
But the nation should be differentiated from its lame-duck leader. Welcoming Mrs. Arroyo to the White House only validates her troubled rule.

A Model for Development
One of the first efforts Clinton pursued after the family relocated to Washington from Arkansas was to meet a group of Fortune 500 CEOs – to pick their brains. (In an earlier article the writer talked about Clinton’s “marching orders” to his team flowing from his mantra, “It’s the economy, stupid”.)
The writer remembers following developments in Washington on CNN in a hotel room in Ho Chi Minh City. And one of the topics from the Clinton meeting with the Fortune 500 CEOs was his sponsorship of Vietnam’s accession into the WTO. Lo and behold, soon after, flights from the US to Vietnam accelerated in frequency – and not surprising, today, Vietnam has greater foreign direct investment than the Philippines. (The country then hastening its way to progress that directly impacted the writer: in earlier visits not long before, he was billeted in a modest-sized house – where he bumped into a San Miguel manager, keeping an eye on the Vietnam business – that was made into a hotel by an Australian entrepreneur. To draw the parallel between the private and the public sector, the writer in earlier articles pointed to the similarity in focus: revenues, margins (or balanced-budget for public admin) and efficiency.
In the efficiency dimension Fortune 500 firms are easier to manage than governments – obviously businesses are governed unlike democracies. Efficiency, which impacts both revenue- and margin-generation, is in reality the outcome of the myriad of human conditions – from instincts to culture to heritage to language to religion, among other things – that come into play when two or more people are organized into a unit. And given the human tendency to take the path of least resistance or seek harmony, it is much easier to traverse the wide and crooked as opposed to the straight and narrow – inefficiency is predictable and expected. (Friends in the New York metro area had requested the writer to suggest for GK to invest in upgrading efficiency in the planning, execution and monitoring of its projects. This is as far as the writer is going – for now or until he gets more details from these friends.)
And precisely given the above challenges, the public sector needs to adopt the private sector’s model of simplicity, clarity and leadership – it needs them in spades: to mitigate human conditions that become barriers, especially where harmony as opposed to efficiency appears the dominant trait.

Japan’s handset makers must focus more on software and must be more aggressive in hiring foreign talent, and the country’s cellphone carriers must also set their sights overseas – the industry turned increasingly inward . . . and increased the country’s isolation from the global market . . . Given our state of affairs, that we are the economic basket case of the region (translation: alarming poverty), we can continue down the easy path of the wide and crooked, and wave the flag of deference to our culture, and look inward – or we can adopt what we learned from our faith and traverse the straight and narrow, seek efficiency, e.g., like the Protestant work ethic? And not allow culture – or our comfort zone – to take precedence?

Superintendent James E. Richmond has announced the appointment of Douglass Dolan as acting principal of Mattawoman Middle School, effective immediately. Dolan replaces William Wise, who retired last month after 44 years of service to Charles County Public Schools. Dolan's appointment must be approved by the Board of Education, which meets next on Aug. 11.
Dolan moves to Mattawoman from Theodore G. Davis Middle School where he has served as a vice principal for the past two years. Dolan began his career in education in 1995 as a social studies teacher at Benjamin Stoddert Middle School in Prince George's County. He transferred after one year to Friendly High School where he started as a social studies teacher and later served as an assistant principal during his 11 years at the school.
Dolan's appointment is the first of several administrative changes made this week for the upcoming school year. Richmond also appointed two acting vice principals pending Board approval next week. They are: Shannon Finnigan as acting vice principal at Berry Elementary School; and Jackie Couvillon as acting vice principal at William A. Diggs Elementary School.
Additionally, Richmond announced the following vice principal transfers:
